In a strategic move to bolster its healthcare system and tackle a notable scarcity of specialist nurses, Governor Uba Sani of Nigeria's Kaduna State has formally enacted an Executive Bill. This legislation paves the way for the creation of the Kaduna State College of Post-Basic Nursing Sciences, to be located in Rigasa, within the Igabi Local Government Area. The new institution is designed to elevate medical services and cultivate highly skilled nursing professionals across the state.

Kaduna's Vision for Enhanced Medical Expertise

The signing of the bill, announced on Wednesday by Malam Ahmed Maiyaki, the Commissioner for Information and Culture, signifies a crucial investment in the development of expert healthcare personnel. This initiative is a cornerstone of Governor Sani's ongoing health sector reforms, aiming to modernise and strengthen the state's medical infrastructure. The Commissioner elucidated that the college is anticipated to broaden advanced nursing training, generating specialists in essential disciplines and consequently improving crucial services such as maternal and child care, emergency response, and intensive care across Kaduna State.

Operational Framework and Course Offerings

Operating under the Kaduna State College of Post-Basic Nursing Sciences, Rigasa Law, 2026, the institution will function as a dedicated tertiary training college, with its primary campus situated in Rigasa. The law further includes provisions for the establishment of additional campuses, schools, and training centres, subject to the necessary regulatory approvals from relevant authorities.

Maiyaki outlined a comprehensive range of programmes that the college is set to offer, catering to diverse specialisations within nursing. These programmes include:

  • Midwifery
  • Psychiatric and Mental Health Nursing
  • Perioperative Nursing
  • Paediatric Nursing
  • Accident and Emergency Nursing
  • Intensive Care Nursing
  • Public Health Nursing
  • Healthcare Administration

According to the Commissioner, Governor Uba Sani's approval of this bill represents a substantial commitment to developing the expert workforce needed to address critical personnel shortfalls and fortify clinical proficiency within Kaduna State's healthcare sector.

Fostering Research and Professional Development

Beyond its core focus on professional training, the new College of Post-Basic Nursing Sciences is committed to advancing research, supporting continuous professional development, and establishing collaborative partnerships. These collaborations will involve teaching hospitals, universities, specialist healthcare facilities, and other accredited institutions, ensuring the college remains a hub of excellence and innovation.

The new legislation also mandates the formation of a Governing Council to provide strategic direction and institutional oversight. Complementing this, an Academic Board will be established, responsible for upholding high educational standards, spearheading research initiatives, and ensuring the quality of professional training.

All academic programmes offered by the college will strictly adhere to the accreditation and regulatory standards stipulated by the Nursing and Midwifery Council of Nigeria and other relevant bodies, thereby guaranteeing the highest levels of professional competence and ethical practice.

Aligning with Broader Healthcare Reforms

This legislative achievement is in harmony with Governor Uba Sani's extensive healthcare reform agenda. This broader initiative includes the upgrading of 255 primary healthcare centres, the rehabilitation of 16 General Hospitals, and sustained investments in the recruitment and training of the medical workforce. Maiyaki emphasised that investments in medical infrastructure must be complemented by a cadre of highly qualified professionals capable of delivering specialised services, particularly to communities that are currently underserved.

The Commissioner asserted that the College of Post-Basic Nursing Sciences will be instrumental in cultivating a robust pool of specialist nurses, thereby enhancing institutional capacity and contributing significantly to improved health outcomes for generations to come. The statement reiterated Governor Uba Sani's unwavering dedication to transforming this institution into a preeminent centre for specialist nursing education, research, and clinical training, thereby advancing his vision of accessible, high-quality, and patient-centred medical services throughout Kaduna State.
