Ray Houghton wants Liverpool to open up the throttle and win domestic titles, and believes that Jurgen Klopp is "the right man" to lead the club forward.
On the back of a historic year for English football, with Leicester City shocking the world by winning the Premier League, Houghton, who won two league titles and two FA Cups in five years with Liverpool, sees no reason why the Anfield club cannot mount a title charge this season.
However, the former Republic of Ireland international warned that it will be a difficult task.
"Of course they can [win the league], because Leicester won it last season! Anything's possible," Houghton told Goal. "But you've got to make sure you've got the right squad, the right balance, and attack it in the right way.
"It's going to be tough this year, because Chelsea will spend big, Manchester United are already in the process of spending big, [Pep] Guardiola will certainly spend a lot of money at Manchester City, Arsenal need to strengthen.
"So it's going to be a tough league to win this season, but Liverpool have got the right man in place to make it work."
After finishing second in the Premier League under Brendan Rodgers in 2013-14, Liverpool came sixth the following season and Klopp could only steer the club to an eighth-place finish last season.
With a number of well-renowned clubs in the Premier League guilty of settling for top four in recent years, despite spending significantly in the transfer market, Houghton wants to see Klopp encourage a different mindset, by instilling a winning mentality in the dressing room.
"I do, at times, worry when I hear managers saying it's just all about getting into the top four," the 54-year-old continued.
"That was never Liverpool's way. Liverpool's way was always 'you're in it to win it'. That was their attitude, and I think that was the attitude to have.
"Hopefully with Jurgen, that will be the attitude this season.
"I think he said when he first came in to Liverpool that he wants to win the Premier League within four years, and I thought that was a very positive statement to put out there."
Liverpool start their Premier League campaign with an away trip to Arsenal, a fixture that resulted in two draws last season.
