The deal is the biggest so far this year and is further proof of China's burgeoning reputation, with Jackson Martinez completing a £32million move to Guangzhou Evergrande from Atletico Madrid earlier this week.
Shakhtar manager Mircea Lucescu said: "We have agreed the sale of Alex Teixeira to China.
"But we will wait a bit to finalise it due to the situation with Luiz Adriano. But it's all sorted on our side."
Chelsea were another Premier League club to consider a move for Teixeira in January, but Jiangsu have moved swiftly to make him the new Asian transfer record signing.
Klopp had pleaded for understanding from Liverpool fans after abandoning his oursiit of the 26-year-old.
He said: "We made offers, I won't say too much about that, but they were realistic, absolutely, with the premium of it being January, the Premier League, all the plusses you have when you make negotiations.
"It's not that we haven't got money or anything, but you have to work respectfully and responsibly. That's what we do."
