Britain, France, and Canada have jointly declared a prohibition on imports originating from Israeli settlements located in the occupied West Bank. This significant diplomatic move comes as a UK minister openly accused Israel of disregarding the "ethnic cleansing" of Palestinians in the region.

The announcement swiftly elicited a strong reaction from Israel, which promptly unveiled immediate retaliatory measures targeting Britain.

International Response to Settlement Policy

These trade restrictions by the three Western allies are a direct response to Israel’s contentious West Bank settlement policy and mounting reports of escalating attacks perpetrated by settlers against Palestinians in the area.

Speaking in parliament, British Foreign Minister Ed Miliband stated that the British government concurs with the assessment that "there is ethnic cleansing of Palestinians in areas of the West Bank – perpetrated by settler terrorists." He further added, concerning the Israeli government:

β€œAll too often the Israeli government has turned a blind eye to this and worse, members of it have made statements and taken actions to support the forced displacement of Palestinians.”

London, Paris, and Ottawa have joined nine other European nations in issuing a unified statement, signifying their intent to either introduce or endorse restrictions on trade relations with Israeli settlements.

Israel's Swift Countermeasures

Within hours of this coordinated announcement, Israel revealed its angered response. Measures included ordering the closure of Britain’s consulate in Jerusalem and imposing a travel ban on twelve British citizens, including several Members of Parliament from the governing Labour Party.

Israel further indicated its intention to expel British diplomats from a centre responsible for monitoring the US-brokered ceasefire plan in Gaza. Additionally, British training programmes for Palestinian Authority forces will be prohibited.

Israeli Foreign Minister Gideon Saar vociferously rejected the accusations, stating, β€œThe accusations made today by the foreign secretary in the British parliament were outrageous lies.”

Economic Impact and Broader Context

The primary exports from these settlements typically comprise agricultural produce such as dates, grapes, avocados, citrus fruits, and various vegetables and aromatic herbs. Other commodities include wine, Dead Sea cosmetics, and a range of industrial products.

According to figures released by the British government, trade between the UK and the occupied Palestinian Territories amounted to approximately Β£38 million ($51 million) in 2025.


Ireland and Spain had already implemented measures against trade with Israeli settlements. For several weeks, France has been advocating for a similar decision from the European Union, Israel’s principal trading partner. However, this initiative has faced obstruction from some member states.

Other countries that endorsed Tuesday’s joint statement from foreign ministers include Denmark, Finland, Iceland, Norway, Poland, Portugal, and Sweden.

These nations collectively asserted that "unprecedented levels of settler violence and settlement expansion" in the West Bank pose a significant threat to the prospects of achieving a two-state solution to the enduring conflict. A notable concern is the E1 settlement plan, which received Israeli approval last year after decades of being frozen. This plan envisages the construction of 1,200 housing units, further isolating Israeli-annexed East Jerusalem from the rest of the West Bank.

Addressing Members of Parliament alongside the new Prime Minister, Andy Burnham, Mr. Miliband – whose parents were Jewish immigrants – also pledged "action against specific companies and individuals who provide services such as construction, infrastructure, financing, or real estate for settlement expansion."

On X, French Foreign Minister Jean-Noel Barrot affirmed that France β€œwill end trade” with settlements in the occupied territories.

US Secretary of State Marco Rubio, however, indicated that the United States would not participate in the new sanctions, citing Washington's desire to avoid destabilising the West Bank.

Israeli Prime Minister Benjamin Netanyahu has consistently vowed to persist with the establishment of these settlements, which are considered illegal under international law.

Israel has already drawn intense international condemnation for its relentless offensive that has largely devastated Gaza following the 7 October 2023 attack on Israel by Hamas militants.

Shift in UK Stance

The UK government’s recent actions and increasingly firm rhetoric signal a tougher approach towards Israel under the leadership of Prime Minister Burnham, who succeeded Keir Starmer in July. Starmer’s government had formally recognised a Palestinian state last year and announced sanctions against selected entities.

Presently, over 500,000 Israelis reside in illegal settlements within the West Bank, alongside approximately three million Palestinians. Data from the Palestinian health ministry, compiled by AFP, indicates that at least 1,105 Palestinians have been killed in the territory by Israeli forces or settlers since the commencement of the Gaza war.
